should the government return the student allowance eligibilty criteria to the way it was or should it remain as present?

To be eligible for a student allowance it was once that your parents had to both earn under a certain amount of $, or you could prove that you had lived away from home and supported yourself for 2 years. Now the first part is basically the same except the second part reads 'only if you are over 25' now instead of the original 2 years. so, should it go back?
